Gurbachan singh Manku

Born 8th September, 1946 at Jinja, Father Mr. Milka Singh Manku had workshops at bus- sembatia and Iganga. Wife, Mrs. Ambrat Kaur Manku, born at Mbarara, married in November, 1972 the last marriage conducted at Ramgaria Sikh Temple, Old Kampala. He has three children and four grand children.

Got a B.Com degree from Makerere University, Kam- pala. Did one year training in value for money audit at OAG, Ottawa. Attended courses in public sector Accounts/Audit at Glasgow College of Technology Glasgow, GAO, Washington, D.C, DSE Bonn and Berlin in Germany. Project Management course at PSC Training Inst. In Hull, Canada and senior Man- agement course at UMI, Kla RIPA, London and Public Adm. Inst. In Kuala Lumper, Malaysia.

First Joined Uganda Public Service in June, 1965 in the Ministry of Animal Industry, Game and Fisheries
at Tororo. Transferred to Office of the Auditor Gen- eral in July, 1970, worked as Provincial Auditor Teso/ Karamoja during Idi Amin’s time. In 1981 transferred to Jinja as Principal Auditor, I/C of Jinja, Iganga and kamuli. Transferred to Headquarters in 1985 and was director of Audit in charge of Government Audits. Was appointed to act as Assistant Auditor General. When the Auditor General’s post fell vacant, he was appointed to carry on the duties of the Auditor Gen- erals in 2006 until retirement in September, 2007 having worked for over 42 years.

Currently he is the chairman of the health sector Audit Committee, Ministry of Finance where he has been for the last four years.
During his stay in the Office he was appointed as Financial Advisor to the Commonwealth Health com- munity secretariat for East, Central and South Africa in Arusha for three years. He was a member of the first Audit Team which conducted the audit of East African Community Audit. He was also member of the PTA< secretariat, Lusaka Audit Team.

He was a member of delegates who drafted UN Convention against corruption at the UN in Austria for three years. He was a member of Commission of inquiry of steel Corporation, Jinja, Foods and Bever- ages and Ministry of Defense on an Accounting Staff.
He then Participated in the teams which created URA, Decentralization of Local Gov. and the creation of Public Accounts Committee of Parliament.

He conducted audits of Uganda’s foreign missions in London, Paris, Brussels, Geneva Bonn/Berlin, Wash- ington D.C, New York, Ottawa, Havana, New Delhi, Teheran, Beijing, Tokyo, Riyadh, Moscow, Cairo, Addis Ababa, Nairobi, Dar E Salam, Pretoria etc
